Laura Mayo advises clients on all aspects of government contracting, specializing in the complex regulatory framework governing small business federal contractors.

Prior to joining Scale, Laura served as Chief Compliance Officer for a non-profit Native Hawaiian Organization with over 30 for-profit subsidiaries, many of which were actively engaged in government contracting. She also spent years as an Attorney Advisor in the U.S. Small Business Administration’s Office of Procurement Law in Washington, D.C. During her SBA tenure, Laura handled complex issues involving the 8(a) Business Development, Service-Disabled Veteran-Owned, Women-Owned, and HUBZone small business programs. She also counseled agency officials on suspension, debarment, and internal contracting procedures, earning recognition as a subject matter expert in entity-owned small business program participation.

Laura is highly experienced in administrative litigation before the SBA Office of Hearings and Appeals and the Government Accountability Office (GAO). She began her career with judicial clerkships in the Denver District Court, the U.S. Bankruptcy Court, and the U.S. District Court for the Eastern District of Pennsylvania.
