Samer Korkor is a partner and co-leader of Scale LLP’s White Collar & Investigations practice, where he guides corporations, executives, and individuals through high-stakes government investigations, enforcement actions, and complex civil disputes. A former federal prosecutor and DOJ enforcement lawyer, Samer brings firsthand insight into how investigations are initiated, developed, and resolved.  He draws on that experience to position clients strategically from first inquiry through resolution.

Samer’s practice encompasses white collar criminal defense, government investigations and enforcement, False Claims Act defense and enforcement, internal investigations, compliance counseling, commercial litigation, and fraud recovery. He regularly represents clients facing inquiries and enforcement actions by the DOJ, SEC, and other federal and state agencies.  He regularly assists clients responding to grand jury subpoenas, Civil Investigative Demands, and parallel criminal and civil matters. His experience spans regulatory regimes including the FCPA, OFAC sanctions, AML, and others. He brings particular strength to matters with cross-border dimensions, including international evidence collection, coordination with foreign counsel, and extradition.

Samer has represented clients across a wide range of sectors, including healthcare, oil and gas, financial services, government contracting, defense, gaming and hospitality, technology, consumer goods, real estate, and education.  On the civil litigation side, Samer has represented businesses and individuals in complex disputes, managed commercial arbitrations, and recovered significant damages and property for clients harmed by fraud and other unlawful conduct. He also serves as personal counsel to executives and professionals navigating employment, separation, and crisis situations, as well as regulatory, reputational, and licensure risk.

Before joining Scale, Samer served at the U.S. Department of Justice as Counsel to the Assistant Attorney General, as a Trial Attorney in the Fraud Section’s FCPA Unit, and in the Office of International Affairs. At the DOJ, he worked on high-stakes enforcement matters and briefed cabinet-level officials on some of the Department’s most significant cases. He also served as a Special Assistant U.S. Attorney in the District of Columbia, trying 25 bench trials. His earlier career includes practice at a major international law firm, a federal judicial clerkship in Ohio, and service as a law professor. As a thought leader, he has authored academic publications and provided commentary in outlets such as The Wall Street Journal and Bloomberg Law News, and has contributed to practitioner guides and international reports.

From 2021 to 2024, Samer led Scale’s litigation practice group through a period of significant growth. He currently co-leads the White Collar & Investigations team.
