Allison Rule advises communications and technology companies on regulatory, land use, litigation, and transactional matters at the intersection of infrastructure, policy, and growth.

She works with communications and technology companies navigating complex federal and state regulatory frameworks, providing practical, business-aligned guidance where legal complexity directly impacts operations and expansion.

Allison brings deep expertise in the taxation and regulatory treatment of modern communications services, including VoIP, wireless, cloud-based, satellite and IP-enabled services. Allison regularly counsels clients on evolving regulatory requirements and represents companies in audits, enforcement actions, and disputes before the FCC and state utility commissions.  She also works with communications companies on land use issues involving railroads and state and local governments.

In addition to her regulatory practice, has extensive experience in general corporate matters, as well as corporate transactions.  As part of her corporate practice, Allison advises on commercial agreements, customer-facing policies and terms, licensing, and operational matters.  In addition, Allison assists clients in navigating due diligence associated with corporate transactions and complying with pre- and post-transaction regulatory approval requirements.  Allison’s litigation background includes significant experience representing clients in arbitration, administrative adjudicatory proceedings, and state and federal court actions. 

Her clients include communications providers, SaaS and cloud platform providers, infrastructure and equipment companies, and emerging technology businesses navigating highly regulated environments.
